The Bureau of the Fiscal Service on behalf IAF intends to solicit for a Knowledge Management Consultant services. It is the intent of the Government to establish multiple awards resulting from the solicitation.

Awardees offerors shall be fluent in Spanish (speaking, reading, and writing). Awardees shall also have experience conducting process and outcome evaluations of grassroots organizations and communities in Latin America, Africa, and/or other developing countries.

The Government anticipates awarding multiple IDIQ contracts to no more than four (4) contractors whose quotes conform to the solicitation and provide the best value to the Government. After award, each awardee will receive order Task 1. Task Order 1 will be meeting with IAF representatives who will provide basic information regarding IAF policies and procedures that will assist awardees in completing Tast Order 1. At the completion of Task Order 1, one (1) contractor will be selected to complete Task Order 2. Once Task Order 2 is completed, the Government may require additional work to be completed through additional tasks. While it is anticipated that Task Order 2 awardee will complete all additional Task Orders, the Government reserves the right to award any subsequent Tasks Orders among the four (4) IDIQ awardees.

The anticipated date of solicitation release will be no later than June 9, 2017.
